I seriously thought this was insane, pretty much tells me that this guy has no money to build his dream bunker. He wants you to fund his shelter and then probably find a way to legally block you from it. I.e. Your name not being on the property.

I think being your own GC anyone could do this for 10k
For 25k total, someone could also purchase a suitable location, all by their lonesome.

You wouldn't get the concrete work done for that 25 grand, let alone anything else a bunker would need. Maybe if you were doing it all yourself and didn't value the time it took. And if you had a buddy that would lend you the components of whatever forming system you decide to use. And there's no way in Hell I'd live in an underground space that size with my family, let alone some else's family too.

construction isn't "booming" here exactly so finding concrete guys to work for cheap wouldn't be hard and a yard of 3500psi concrete was going for $120ish delivered

I see. Yeah, different economies for sure. If I was supplying concrete I'd bill about 10 grand for the juice alone, and my labor bill would be about 23 grand. And here that would be the "buddy" price.
