That brings up an interesting question. If you buy an 80% lower (no s/n) and complete it yourself (perfectly legal) can you not make it an SBR since there would be no serial number to submit on the form 4?

You'd submit a Form 1. According to the instructions on the form you (as the maker) have to assign it a serial number.
