BE IT FURTHER RESOLVED that the United States Congress is requested to consider and discuss whether the Second Amendment of the United States Constitution should be repealed or amended to clarify that the right to bear arms is a collective, rather than individual, constitutional right; and
BE IT FURTHER RESOLVED that certified copies of this Concurrent Resolution be transmitted to the President Pro Tempore of the United States Senate, Speaker of the United States House of Representatives, Members of the Hawaii congressional delegation, and the Governor.
Last month, Rep. Ted Deutch, civilian disarmament advocate and Florida Man extraordinaire, introduced HR 1263 in the US House of Representatives. The bill would amend the internal revenue code to bring any “semiautomatic rifle or shotgun that has the capacity to accept a detachable ammunition feeding device” under NFA regulation.
FL Rep. Ted Deutch’s HR 1263 Would Register All Detachable Magazine Semi-Auto Long Guns Under the NFAAny person who, on the date of the enactment of this Act, lawfully owns or possesses a semiautomatic rifle or shotgun (as defined in section 5845(a) of such Code, as amended by this Act) that has the capacity to accept a detachable ammunition feeding device (as defined in such section) shall, not later than 120 days after the date of enactment of this Act, register the semiautomatic rifle or shotgun in accordance with section 5841 of such Code. Such registration shall become a part of the National Firearms Registration and Transfer Record required to be maintained by such section. The prohibition on possession of an unregistered firearm under section 5861 of such Code shall not apply to possession of such a semiautomatic rifle or shotgun that has the capacity to accept such a detachable ammunition feeding device on any date that is 120 days or less after the enactment of this Act.

Under measures proposed in the House by Florida’s Debbie Wasserman Schultz and the Senate by Connecticut’s Richard Blumenthal, would-be ammunition buyers would have to be first vetted by the FBI’s National Instant Background Check System. The lawmakers, allied with national gun control groups, say the move to add controls to bullet sales would help save lives.

Seems like they're trying to get around Pennsylvania's Preemption law by banning the use of, not the possession of "assault" weapons.The legislation places restrictions on military-style assault weapons like the AR-15 rifle that authorities say was used in the Oct. 27 rampage at Tree of Life Synagogue that killed 11 and wounded seven. It also bans most uses of armor-piercing ammunition and high-capacity magazines, and allows the temporary seizure of guns from people who are determined to be a danger to themselves or others.

A. It shall be unlawful to use any assault weapon in any public place within the City of Pittsburgh.
B. For purposes of this Section, "public place" shall include streets, parks, open spaces, public buildings, public accommodations, businesses and other locations to which the general public has a right to resort, but does not include a private home or residence or any duly established site for the sale or transfer of firearms or for firearm training, practice or competition.
C. For purposes of this Section, "use" of an assault weapon does not include possession, ownership, transportation or transfer. "Use" of an assault weapon shall include, but is not limited to:
1. Discharging or attempting to discharge an assault weapon;
2. Loading an assault weapon with ammunition;
3. Brandishing an assault weapon;
4. Displaying a loaded assault weapon;
5. Pointing an assault weapon at any person; and
6. Employing an assault weapon for any purpose prohibited by the laws of Pennsylvania or of the United States.
D. For purposes of this Section, there shall be a rebuttable presumption that an assault weapon is loaded if fitted with a magazine.
In response to a motion from the California Department of Justice, US District Court Judge Roger Benitez, who issued a permanent injunction against enforcement of California’s “high capacity” magazine ban, has just issued a stay of his own injunction. That means that the window for ordering standard capacity magazines is closing.
His order goes into effect at 5:00pm Pacific time on Friday, April 5. You can read the full order here, but this is the relevant portion:
