They aren't trying to "prevent" an off duty officer from entering. They are just so stupid that they can't use common sense to over rule the blanket statement of "no guns". And they have the right to say no guns allowed. Just like no bikes or skateboards or lawn chairs or anything else. But usually people in charge of a large event like this don't get there by making such poor decisions.
Just like the "zero tolerance" rules at schools. Yeah it sounds good on the outside but there are always exceptions.

Interesting, it says similar measures were put into effect at UK games. I went to the first one of these. All they did was make you take your coat off and hold it and patted any bulky clothing as well. I saw no changes other than that from previous games. Every once in a while they used to pat your coat during the old method (probably to make sure you didn't sneak in cokes or food more than anything). Easily can get past them with an ankle holster or my new ultimate conceal holster which slides down the front of your pants right next to the trouser snake. spread out ammo and mags amongst a few people, or in separate pockets and you are easily in.
There were no metal detectors that I saw, not even handheld ones.
They made the fat ushers roam up and down the stairs more though.
