The very notion of putting a site in fake-dumb-pretend-server-down mode like that for a server migration makes me itch all over.

Your able to connect to the forums, someone went on the back end and clicked the "Maintenence Mode" button to lock users out. You don't turn the old one off until the new one is up and running and happy and the record changes are set. No reason to at all. When the change starts taking effect (meaning some folks are connecting to the new instance), you lock the old forums so that you don't have data mismatch, no reason to do it earlier :/. These three-four day 'downtimes for server migration' are just silly. Get it working, don't interfere with the 'live' service until you absolutely have to.
