Does a sbr lower have to start out as a sbr?

SBR goes here. Have questions about trusts, gas systems, draco's, etc, ask away.

Does a sbr lower have to start out as a sbr?

What I'm asking is do you have to purchase the lower as a sbr or can I use a pistol lower i already own And shoot it as a pistol until the paperwork goes through then change buffer tube and slide a stock on it?

Yes you can. Most Non AR SBRs start out as pistol then get covered once the paper work is in.
