There are criminals among us who are both homicidal and incorrigible. Their parents took a shot at civilizing them and failed. Their school teachers took a shot at them and failed. Car blocking the drivers door and 3 cops with weapons drawn....... you make your own judgement on if tazer was needed. Sad outcome and I don't know the back story but they likely put themselves in that scenario so this is the result.
