Every sheriff's office is gonna be different, but I have never seen one refuse a personal check or cash. many do not take CC though.

A Utah non resident permit would be more advantageous than applying for Virginia. Then you are covered for Virginia, without spending money in Virginia. Non-resident permit apps require proof of training. A training class from an "approved" State DOJ suffices. Not sure if Kentucky will be an "approved" source in January.
